According to the publication, the decision is due to the licensing restrictions recently issued by Visa. The latter, in particular, concern holders of debit cards that are not residents of European countries.
Thus, in accordance with the new directives, only residents of EU countries, as well as several individual states, including Israel and Turkey, will be able to use Visa debit card-cards. The maintenance of the corresponding accounts of non-residents of the EC will be terminated before October 15.
